Enterprise financing is regulated by international and national statutes. The Ministry of Employment and the Economy (MEE) is responsible, within its purview, for the availability of sufficient financial resources to both domestic-supply and export enterprises with regard to the enterprises' needs in general and any restrictions imposed by the international financial and legal framework.

The MEE's goal is to maintain, improve and develop the financial conditions in which the enterprises operate. The MEE actively monitors the domestic financing market and strives, through early interventions, to guarantee that there are sufficient financing options available for the full spectrum of enterprises, irrespective of economic fluctuations and in consideration of regional aspects.

In addition to taking a legislative role, the ministry is responsible for the management and control of Finnvera Oyj, a specialist financing company owned by the State of Finland, including its subsidiaries, and Suomen Teollisuussijoitus Oy, a government-owned investment company.  This is achieved by setting annual profit targets for these companies in the MEE's industrial and ownership policy, with the ministry performing active follow-up on the targets set.


Furthermore, the MEE controls and manages the regional Centres for Economic Development, Transport and the Environment with regard to the subsidies these grant for enterprises' use to develop their operations. The MEE is the central administrative authority for budgeting subsidies, developing relevant legislation, providing guidelines for and corporate analyses of the recipients, and developing and maintaining related tools for granting and payment of subsidies such as forms and IT systems.
