Welfare Service Development Programme - HYVÄ

This Welfare Service Development programme aims to strengthen the prerequisites for providing social and health care services, to promote entrepreneurship in the field and to develop the welfare sector as a growing and internationalising branch of industry.


Implementation of the programme goals has three policy lines:

1) customer-oriented and profitable services,
2) performance of the services market and
3) welfare services as a growth industry.

Through MEE administrative branch procedures, the welfare management programme is being implemented under the Government Programme of Prime Minister Jyrki Katainen.


The programme is being executed in close cooperation with the Ministry of Finance, the Ministry of Social Affairs and Health, the Ministry of Education and Culture, the municipal sector, the trade association and entrepreneur organisation for the welfare service sector, as well as personnel organisations and NGOs. Alongside this, an advisory board, led by Minister of Economic Affairs, has been established.
