Technical safety and reliability
Technical safety is one of the cornerstones of a safe society. The guiding principle in developing a technical safety system is that the considerable safety risks to society are identified in such a way that they will not exceed the level approved by society. The Ministry’s activities aim to ensure efficient business activities without compromising the level of safety. The objective of the safety system is to utilise companies’ own safety and quality activities alongside the traditional regulation by authorities.
The Ministry of Employment and the Economy is responsible for outlining the safety policy within its administrative branch and for the overall implementation of this policy. The Ministry is also liable for the legislation and other binding norms in this sector.
The technical safety systems follow the principles of the EU internal market. This means e.g. that the manufacturer’s liability is stressed in product control and that the supervision by authorities is focused on market surveillance. The evaluation of the conformity of products and systems (i.e. testing, inspection and certification) is based on activities on market terms and free competition.
Promotion of safety is also connected with development of the market and safety control of products. The Finnish Safety and Chemicals Agency (Tukes) is the surveillance authority in technical safety in Finland.
The national cooperation bodies in this sector are the Advisory Committee on Safety Technology, the Advisory Committee on Electrical Safety, the Advisory Committee on Metrology, and the Advisory Committee on Conformity Assessment.
The Ministry’s operating field covers electrical and lift safety, safety of oil and gas equipment and gas appliances, safety of measuring equipment and articles of precious metals, handling and storage of dangerous chemicals, safety of explosives and pyrotechnic articles, safety of pressure equipment and safety research.
At the Ministry, the Division for Quality Policy and Safety Technology is in charge of the technical safety issues.
