Operating and Financial Planning

The ministry’s operations are steered by the Government Programme, whose main implementation issues are gathered together in the Government Strategy Document. Policy guidance is realised indirectly, through the strategies and spending limit decisions concerning the administrative branch.

The administrative branch’s operating and financial planning consists of four-year Operating and Financial Plans (OFP) as well as annual budgets and performance agreements. Moreover, the branch’s current OFP includes the ministry’s spending limit proposal, based on which the Government will make a decision on the administrative branch's spending limit. The ministry’s draft budget will then be prepared based on the spending limit.
