Thresholds
The EU thresholds are based on the thresholds agreed in the WTO's General Procurement Agreement. The thresholds are expressed in the Appendix to the Agreement in Special Drawing Rights (SDR). The European Union Commission confirms the euro equivalent of the SDR values every two years, based on the average exchange rate of SDR and the euro over two years.
The current EU thresholds are established by a Commission Regulation (EC) No 1251/2011 amending Directives 2004/17/EC, 2004/18/EC and 2009/81/EC of the European Parliament and of the Council in respect of their application thresholds for the procedures for the award of contracts.
National thresholds determine - among other provisions - the scope of application for the Finnish Act on Public Contracts. Contracts below the threshold fall outside the scope of application.

EU-thresholds determine - among other things - which contracts fall within EU-wide tendering procedures and which contracts are subject to provisions in Section II of the Act on Public Contracts.
