Application to the MEE for a decision-in-principle on expanding the spent nuclear fuel final disposal facility
On 13 March 2009, Posiva Oy presented the Ministry of Employment and the Economy with an application for a decision-in-principle, addressed to the Government, on extending its final disposal facility to cater for the Loviisa 3 unit, planned by Fortum Power and Heat Oy. The final disposal facility and its extension are planned for construction at Olkiluoto in Eurajoki.
The Ministry of Employment and the Economy will invite several ministries, other authorities and organisations as well as the municipality of Eurajoki, and neighbouring municipalities, to comment on the application for a decision-in-principle, and request that the Radiation and Nuclear Safety Authority provide a preliminary safety assessment of the project. The general public will also have the opportunity to participate in this hearing by submitting comments and opinions on the project.
In April 2008, Posiva already submitted an application for a decision-in-principle on extending the final disposal facility to accommodate spent nuclear fuel from the fourth unit of Olkiluoto. All in all, after the extension, the plan is to place a total of some 12,000 tonnes of spent nuclear fuel under final disposal at the facility.
In accordance with the earlier decisions-in-principle, the final disposal facility is preparing to place the spent nuclear fuel of not only the four currently operating plant units in the country, but also that of Finland’s fifth nuclear power plant unit, currently under construction in Olkiluoto, in final disposal.
Other nuclear plant projects under preparation in Finland
In April 2008, Teollisuuden Voima Oyj presented the Ministry of Employment and the Economy with an application for a decision-in-principle on a fourth plant unit in Olkiluoto. The EIA procedure concerning the project ended in 2008.
In January 2009, Fennovoima Oy submitted its application to the Ministry of Employment and the Economy for a decision-in-principle on the construction of a new plant at one of the following locations: Pyhäjoki, Ruotsinpyhtää or Simo. The EIA procedure concerning that project ended in February 2009.
Moreover, in February 2009, Fortum Power and Heat submitted its application to the Ministry of Employment and the Economy for a decision-in-principle on a third plant unit in Loviisa. The EIA procedure concerning that project ended in August 2008.
In April 2008, Posiva Oy submitted an application for a decision-in-principle on the extension of its final disposal repository to accommodate for the fourth unit in Olkiluoto. The EIA procedure for this project was implemented in 1998–99.
