The EIA report for the third Loviisa power plant unit submitted to the Ministry of Employment and the Economy
Today, 3 April 2008, Fortum Power and Heat Ltd submitted a report on the environmental impact assessment (EIA) of the third Loviisa nuclear power plant unit and the related projects, to the Ministry of Employment and the Economy.
In its capacity as a contact authority for the environmental impact assessment of the project, the Ministry will invite several ministries and certain other authorities and communities to submit their opinions on the EIA report. Last year, a similar hearing process was organised during the previous phase of the EIA process regarding the project's EIA programme.
On the basis of the EIA reports and subsequent comments, the Ministry will prepare its final statement regarding the EIA, which is expected to be completed in the next four months.
In accordance with the Nuclear Energy Act, the company preparing the project must annex the final EIA report to the eventual application for the decision-in-principle regarding the new nuclear power plant unit.
If the Government considers the nuclear power plant project to be in line with the overall interests of society and makes a positive decision-in-principle on it, the matter will proceed to handling by Parliament, which will either confirm or overrule the Government’s positive decision-in-principle.
Three EIA procedures underway for nuclear power plant projects
Fortum Power and Heat Ltd submitted its EIA programme for the third unit of the Loviisa power plant on 26 June 2007, and the Ministry published a corresponding statement on 16 October 2007.
The EIA process for Fennovoima Ltd's nuclear power plant project began in four localities (Kristiinankaupunki, Pyhäjoki, Ruotsinpyhtää and Simo) on 30 January 2008. This EIA procedure is also expected to run for no less than a year.
