Welfare Service Development Programme - HYVÄ
This Welfare
Service Development programme aims to strengthen the prerequisites
for providing social and health care services, to promote entrepreneurship in
the field and to develop the welfare sector as a growing and internationalising
branch of industry.
Implementation of the programme goals has three policy lines:
- customer-oriented and profitable services,
- performance of the services market, and
- welfare services as a growth industry.
The HYVÄ programme focuses on the following:
Through MEE administrative branch procedures, the
welfare management programme is being implemented under the Government
Programme of Prime Minister Jyrki Katainen. The programme is being executed in
close cooperation with the Ministry of Finance, the Ministry of Social Affairs
and Health, the Ministry of Education and Culture, the municipal sector, the
trade association and entrepreneur organisation for the welfare service sector,
as well as personnel organisations and NGOs. The Hyvä programme is a continuation
of the strategic project for the welfare sector carried out between 2009 and
2011. It includes updated and more specific goals.
Specification and organisation of the HYVÄ programme under way
By the end of November 2011, the MEE executive group will approve the strategy and related measures for the welfare management programme, to be specified during the autumn in 2011. These preparations are being conducted in broad-based cooperation with various actors. Alongside this, an advisory board, led by Minister of Economic Affairs Jyri Häkämies, has been established. The first meeting of the board will take place on 20th October 2011.
